
MINUSCA integrates child protection across all its political, security, and operational activities. The Mission supports national authorities and partners in preventing and responding to the six grave violations committed against children affected by armed conflict, namely the recruitment and use of children, killing and maiming, rape and other forms of sexual violence, abduction, attacks on schools and hospitals, and the denial of humanitarian access.
MINUSCA also supports the strengthening of national institutions, local authorities, and civil society organizations, while accompanying legislative reforms and the implementation of child protection legal frameworks. In addition, the Mission contributes to the monitoring and reporting of grave violations against children in accordance with the relevant resolutions of the United Nations Security Council.
Key Achievements Since 2023
MINUSCA, together with UNICEF, supported the Government in adopting the Protocol for the Handover of Children Associated with Armed Forces and Armed Groups to Civilian Authorities. This protocol ensures that children associated with armed actors are recognized as victims and transferred to civilian authorities for reintegration, rather than being prosecuted and detained on charges of criminal association.
Between 2023 and 2025, the Mission engaged in dialogue with the Azande Ani Kpi Gbe (AAKG), leading to the release of 151 children in Haut-Mbomou Prefecture. In addition, both AAKG and Wagner–Ti Azande adopted a Command Directive (2024) prohibiting their members from committing grave violations against children and ordering the immediate release of all children associated with their ranks.
Following the N'Djamena Agreements of April 2025 and subsequent disarmament and demobilization operations, MINUSCA facilitated the separation of 174 children associated with armed groups.
In Vakaga Prefecture, MINUSCA supported local authorities in adopting a Child Protection Directive (2026) for sub-prefects and leaders of self-defence groups. The directive aims to end and prevent grave violations against children and secure the release of all children recruited and used by these groups.
MINUSCA also supported the operationalization of three vocational training centres in Bambari, Bria, and Bangassou. To date, more than 400 vulnerable children have received free vocational training through these centres as part of the Mission’s prevention and reintegration efforts.
