Political Affairs Division (PAD)

 

The Political Affairs Division (PAD) plays a central role in the implementation of the political mandate of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), as currently defined by Security Council Resolution 2759 (2024). In line with the Mission’s Political Strategy for 2023–2028, PAD supports the peace process, good offices aimed at building trust, creating space for continued political dialogue and strengthened democratic institutions as well as protection of civilians and human rights. To this end, the Division supports and leads as appropriate on MINUSCA’s political engagements and provides the leadership and the wider Mission with political analysis and advice, monitoring political developments in the Central African Republic and the region and their implications on the implementation of the mandate.  

PAD actively supports the Central African authorities in the implementation of the Political Agreement for Peace and Reconciliation in the Central African Republic (APPR-RCA), signed on 6 February 2019, as well as the commitments undertaken under both the Luanda Joint Roadmap for peace adopted on 16 September 2021 and the Agreements signed in N’Djamena on 19 April 2025 between the Government and the Union pour la paix en Centrafrique and the Retour, reclamation et réhabilitation armed groups, that committed therein to return to the APPR-RCA.
