ARMED GROUPS LAY DOWN THEIR WEAPONS IN SAM-OUANDJA
Ex-combatants from the Unité pour la paix en Centrafrique (UPC) and Front Populaire pour la renaissance de la Centrafrique (FPRC) armed groups laid down their arms in Sam-Ouandja, in north-eastern Central African Republic (CAR) as disarmament and demobilization operations were launched in the locality in early December.
The two-day operations, held from 8-9 December 2025, were led by the National Disarmament Commission (UEPNDDRR), with the financial, technical, security and logistical support of MINUSCA.
Sam-Ouandja, Ouandja-Kotto Sub-Prefecture, is one of several locations targeted in simultaneous operations that have seen UEPNDRR mobile teams crisscross the CAR, with MINUSCA support, to disarm members of several armed groups, including in locations such as Sikkikédé (Vakaga) and Pombolo (Basse-Kotto), prior to the CAR elections scheduled for 28 December.
Disarmament and demobilization operations launched in July followed the 19 April 2025 agreement between the CAR Government and the UPC and Retour, réclamation and réhabilitation (3R) armed groups, marking the return of the two signatory groups to the CAR Political Agreement for Peace and Reconciliation (APPR). Successful disarmament of ex-combatants followed in various areas, such as Maloum (central), and Koui and Sanguere-Lim (north-west).
The Sub-Prefect of Ouandja-Kotto, Gos-Ngar Ker Kevin, a UPC representative on the ground, General Boungous, and the local population welcomed the disarmament operations in Sam-Ouandja. “Discussions between the CAR Government and armed groups are a positive step towards peace,” stated local resident Nadine-Carin Momondoba.
Activities to strengthen social cohesion were conducted alongside disarmament and demobilization, including community awareness-raising sessions on the CAR peace process, elections, and activities to promote reconciliation and socioeconomic development, with MINUSCA support.Equipment was also provided to the community.
